Output is indeed 60fps, just for some shows that were filmed in older formats, the frames are doubled, giving you kinda 30fps
those weren't digital
they were analog

because the analog frames weren't fixed nor compresed, a reduced frame rate rendered a chopping picture
today, that is all handled by digital decoders
they only send the unique frames which is then duplicated based on the rendering algorithm at the display
Let me find that PAL/SECAM thing I meant (relating to the cathode tube TV framerate)
