Rin's powerlevel isn't actually that high, yes, but that's more because of her magic capacity. It's why she uses gems- storing mana in those daily lets her artificially raise her capacity.

It's also why she was able to go head to head with Dark Sakura with that Jeweled Sword, because Kaleidoscope magic lets her bypass her primary limitation- her mana capacity.
