manga is traditionally colourless
you can say that about virtually all comics and cinematography
so ofc its gonna have heavy black lines
Tezuka is considered the father of anime and he drew heavily from the wide-eyed style of Disney, which is why anime looks the way it does
Not everywhere, the outline will always be thicker than the detail lines.
The heavy black is just a line weight technique for composition and readability
However with western comics, generally the thick outline lines are not switched out for thinner lines when moving to detail lines.
and btw, if the outline is a thick line, that is significantly thicker than the detail lines, this is called "cell-shading" in 3D graphics.

Also, think of the hubs in any country where liberals are prominent. They're generally few and far between, but are densely populated, whereas other places are generally more conservative.
What does that mean? Out of generously the liberal population, 1/3rd of that have strong feelings about it, and fewer than that are radical about it. They use the word "radical" for a reason, it's just not popular, it's different.
