Well when I mean state action here’s the thing; there is always going to be a desire for a independent nation state. I think we can look at Yugoslavia, Croatia wanted its own state. Some of those individually minded people might think the EU is more like a super state consolidating power

Economically speaking, you can find one of the greatest motives in the Interstate Commerce Clause, eliminating the ability for States to impose tariffs, which were causing artificial supply shortages and surpluses from State to State. During that time, artificial supply shortages meant each State was facing starvation due to some lacking ability to import goods from another State which had a surplus of said good, and vice versa. When it came to food, that meant surpluses rotted away to waste, while your next door neighbor starved to death.
