Well in my opinion it's only in a state of rot because it's not the true will of the people. As you might say with Brexit in that a lot of people did vote because of immigration. And I think with more referendum you'd see a lot more right wing thinking rising to the top.
I think like with all systems its little more than faith that the current can have in preventing the societal collapse of the future.
Although of course besides faith just good social discipline can help as well.
