Yeah they collectivized agriculture. Not that I support this but it should be noted that they were already socialized to a degree (including re-distribution). This lead to a famine so they blamed the famine on Kulaks. The central Soviet then sent quotas to the Oblasts of the number of Kulaks that must be tried and convicted and sentenced for this 'crime'.
