From what you're arguing, collectivity could be a group of people participating at a mutual institution, say that of education, religion, or even a store in conducting commerce, Snake. But this is self-organization along the lines of mutual interest found between individuals who find it of advantage to do so, a far-cry from state mandated participation and fiat creation of institution, which certainly isn't voluntary and cannot possibly embrace the breadth of varying interest among a population.
