If the pvc isn't dirty you can usually get away with using glue without primer.

Well, epoxy sticks to copper mechanically - grabs onto the roughness of the surface, but it does not bond like it does to steel
I wanna coat greta with my epoxy
Hence why professional epoxy tools are made out of copper or copper plated
