In my experience, the bullies are usually thugs who get away with it because the administration doesn't give a shit. The entire school suffers because of it. Then again, I graduated back in 2007, but it doesn't seem like things have changed that much.

Bullying usually means fairly unintelligent people who don't give a shit end up going after people who are a threat to their status - I.E. social climbers. It's the socially awkward kid who wants to make something of himself, who gets his shit handed to him day after day by some entitled rich fuck who sees them as a potential threat.

There's a reason private schools kick the public school system's ass. A huge part of that is their willingness to kick out kids who cause problems. Autistic people in particular are bullied about half as much in private school, because they don't treat education like it's some god given right.

If you shove another kid into a locker and create a toxic environment, the school throws you out.

This circles back to what I said about how schools pass people who should fail
