If you're going to punish an entire class for the behavior of one kid, you need to give that class the flexibility to enforce their own punishments. Shoving the kid into a locker, grabbing his lunch and taking it the fuck away from him, because he knows he can't fight the entire class - that will work.

But not if you punish the class for seeking revenge against the kid who got them in trouble.
