I think there needs to be a hard selection criteria for any purge: A combination of intelligence testing, behavioral history, and economic productivity. Basically, if you're stupid, aggressive, and poor you get taken out. Pretty much everyone else would live as long as they don't interfere.

Colonies = Send a large chunk of your population overseas, where they're no longer at home to defend the motherland and instead you now have twice as much area to defend.

Would help if the colonies weren't a financial drain, but most of them cost more than they were worth.

If you fit all three categories you're taken out. If you fit two, you're given a deeper evaluation. Meeting just one of those won't get you killed.
