it's like those people who blame darksouls when they don't know how to play
imo, from a design standpoint it is more intuitive when you can generally determine difficulty by distance from that start rather than sudden spikes. So the player can make educated guesses about what areas they want to avoid and go to.

to decide where to go
if they aren't ready for the challenge
they should be smart enough not to go the wrong way
but that is boring because you feel like you are on rails until you get high enough level because of kill boxes blocking the other directions
radius based scaling gives a sense of picking your own direction
well that's the point of the first quest line, it's for players who don't know how to play
the high level areas are for players who know how to play
if you don't know how to play don't go the worng way
stick to the main quest until you know what you're doing
eh, overall wouldn't call NV a masterpiece when it comes to gameplay by any length. RPG elements are there, but the gameplay is copy paste from Fallout 3.

I enjoyed nv's gunplay more, but it might just be my bias towards that era of 3d graphics
NV is quite stiff and clunky. Plus gun feedback is utter shit.
