I'll give you a real life example of grass roots activism that SEEMS to have worked. No electoral success yet, at least not in terms of the parties issued from the milieu responsible for the effort, but certainly the creation of a strong cultural impression and may result in future voting blocks.

In Polan the previous gov (~2007-15) really didn't like hooligans. Which is understandable, but they tended to go too far and use them as a kind of strawman for their opposition which resulted in the general hooigan and sports fan community getting the short end of the stick CONSISTENTLY. In come grass roots, small fries nationalists from the National Movement. An insignificant small party that can't get a single % in an election. They start helping them with legal expertise, organizing the inherent patriotism of such circles into something more productive and amicable. The hooligans go do groceries for elderly people, especially veterans, they make banners with patriotic shit on em.

The community benefits from some protection from more law-savvy ppl. and stops feeling ubiquitously ignored. The party gets to indoctrinate them. Win-win. Plus, and this is a bonus really, the youth's energy is being channeled to something less bad then petty fistfights... And it's good for PR (at lest potentially, the National Movement fucked up a bit, but that's besides the point) because they make nice things for the community on the ground and get to put their party colors on it -directly or not.

It wasn't a hostile take over. It was SMART targeting of propaganda.

Well disenfranchised groups is always a good target, I know that sounds bad, but look at it in the sense of political movements. Groups with extra needs will support people collectively if the politicians give them what they need
