Perhaps it just means that morals within a society are a social construct based on a majority feeling within that society

Most people agree that beating dogs with sticks is wrong, there's one moral and thus law by extrapolation of how unacceptable it is to break the moral
none of this means that there isn't objectively moral standards, just that people have a hard time not falling in line
you're basically conflating what is socially acceptable with what should be

It depends on the intent of the beating.
I just don't see how morals can come to exist without a function being group acceptance or consensus on what is right or wrong. In fact we know this to be true based on looking at how different moral codes exist in different countries
