He said the 10-month investigation had revealed no evidence of conspiracy or a second gunman, and that the gunman's motive had not been definitely determined.

ICE firebombing is not counted in that list because that list is mass shootings

Wrong. In terms of mass-shootings per month, 2016's been the worst thus far (40.25/month, as opposed to 2019's, which was 31/month)
