It tends to work the same in many different states.
They tend to copy from one another.
however if you make it an opt-in/opt-out system, you get the same problem Obamacare had ( I mean, amoung various others) where red states that dogmatically opted out saw a directly linked spike in deaths
It will be tailored for each states, but pretty much the same thing.
If there's requirements that are in X but not in Y then companies need to meet all the requirements when they may not be required in the majority of states..
