Basically Nixon thought to manipulate the ethnic demographics of the voter blocks, seeing the projected hostility of demographically conservative ethnicities versus the demographically liberal ones
generally euro migrants on the conservative side, and jews, blacks and hippies on the libs
one facet of this is the war on drugs, which in his own words, was meant to target and imprison hippies and blacks, because they were projected to never vote republican
By all means, the idea of keying ones campaign to gain votes of specific ethnicities is not at all uncommon, especially back then.
Nixon is singled out because he began a legal policy that has been an unmitigated racial disaster, not to mention the damage its done to the concept of personal liberty itself, and later went on to empower both domestic and foreign criminal groups with access to these now illicit substances
