Literally, the stance of the US department of Justice is that prison doesn't work for most offenses, and sex offender treatment reduces sex crimes much more than prison, and most sex offenses against minors are against family, and putting parents or siblings in prison destroys lives of everyone involved and causes future crime

Most victims of child sexual abuse are family and very few, statistically, want the family member to go to prison. With data indicating treatment is far better solution to prevent reoffense, prison is simply nonsensical, again, I posted the links.
