I want to say there are 2 distinc states human cultures can fall into-progressive or conservative.
Those two are mutually exclusive.
Tell us something new
Since they are mutually exclusive any and every society at any point of its history must choose to be either progressive, or conservative.
The new point @ETBrooD is that if you choose to be progressive you MUST choose to prefer change over certainty, but if you choose to be conservative you MUST prefer survivability over change.

The two are mutually exclusive and what people can't get, never get is precisely that CHOICE!
You can't both be progressive and give equal freedom in decision making for all and be conservative and advocate saving your renowned political structure and habits. Can you get it?
You either give liberty to a bunch of fools hoping for the better, but preparing for the worst, or, you deny access to newcomers to your political institutions and decision making processes. You MUST CHOOSE either option, can't have both.
So as a real world example, modern Western countries just can not BOTH give everyone free access to their social institutions and save the aforementioned institutions.
Then tell me why America is probably the most divided western country between progressivism and conservatism right now
