If you don't implement the decided EU law then what happens is your country gets sanctions by the EU. You don't get to vote in EU elections and you don't get as much EU funding. Eventually they'd kick you out. Just look at what is happening with some of the Eastern European states that refused to take in vast numbers of immigrants.
