Doves are barely sapient and not at all sentient. We feed, keep and slaughter a host of animals for different resources.

They are less obnoxious than the seagulls

They were extensively bred to serve as message carriers for centuries
hence why they are so used and so adapted to the city

And maybe pets get to be treated well, too.
