The guy I argued with previously said that simply lowering an athlete's testosterone levels is sufficient, but it seems that if someone who as a guy with lots of T built up muscle, than decided to start taking suppressants and compete as a female, he still has unfair advantage due to him being able to amass more muscle than a woman could.
