If theoretically we elected 650 MP's on a mandate to let's say abolish the TV licence and then once they were all elected they all changed their minds and wanted to instead increase the money people have to pay for the TV license would that actually grant them a mandate despite the people voting in opposition to it? Because that is why Brexit has not been implemented yet because of MP's saying that they will push through Brexit and after being elected opposing it
