Why? Because of the public school system
It has literally 0 incentive to do any of this
When a child is in class, they aren’t with their parents and they aren’t running around outside.
You need to make up for the lost parenting time and exercise time.
You can talk about parents doing their job properly and all that, but mandatory school puts way too big of a hole in the development process.
I can’t even remember my class rooms from elementary school.

In my nation, they push whole day schools goinf from 8am to 4pm

I also had some antisocial issues at the time.
Moving the middle school solved that for the most part.
Well I have my own gripes with school but I don't think I'd be taken seriously if I mentioned that I couldn't even remember the premises
Because "I learned nothing" coupled with "I can't remember simple stuff" makes people think that's entirely your failure, not the school's

There's strong evidence suggesting that up to 90% of the things we learn in school will be forgotten by the time we're adults

And our recollection only continues to decline after that, until all the meaningless or useless memories are erased

Poetry interpretation can be replaced with metalworks just fine
