For my stuff, I got most races between TL 3 and TL 4, and most are Land-locked due to a lower tech-level or landscape preventing easy access to the Sea. Others include that Ship-tech isn't high enough to have an effective means of getting there over long-distances. Not without it being a 1 way trip.

There are humans on the sea, just not advanced enough Ships to travel very far as if you were going across the atlantic or around to China. For humans the Known world isn't all that "Huge" either. The longest distance Humans will go with their ships would be like crossing the North sea.
