Isn't an ethnostate where only people of a certain racial or ethnic can be citizens within that nation? I would think there would be a little more to an ethnostate than simply a large congregation of the same people. I could be missing something, but I wouldn't know.

See this is what people would call a de facto ethnostate, it doesn’t have to be ran by a ethnocracy, if it’s a unit populated by a ethnically homogeneous people working for their best interests and understand they are a legitimate group and are real. With these conditions a democracy can be a ethno state.
