So if the channel owner has to foot the bill on that fine, that would mean that YouTube admitted they were a platform and aren’t ultimately responsible for what people post, right? Wouldn’t that open them up to more lawsuits?

I haven't looked into COPPA specifically, but my personal opinion is that people are making a bigger deal of this than warranted and not putting themselves in YT's shoes. Not that there aren't problems and bad management, but it's also a hard problem to solve because they have to deal with the SJWs as well as us and neither side is happy.
