It's not 'anti-war' or 'pro-war' really. More that in the Cold War we built an international system. And the Cold War ended a quarter century ago so (from a national interest perspective) the international system no longer has much value. That much of the world built themselves up on that system means the next couple of decades are going to be pretty chaotic.
