Personally, I think it was an internal strike.
Iran has been surrounding Saudi Arabia since the 1980s by way of infiltrating areas, and providing weapons, strategies, and cash. Even if they didn't do it, they supplied the means to carry out the attack.

It isn't in the Saudi's interest to do it. The repairs to infrastructure far exceed the upward movement in oil prices.

Yeah, I seen that when I clicked the link. We haven't looked to see if it was perhaps an American strike on Saudi Arabia to justify an increase arms sales, while simultaneously justifying an increased level of sanctions against Iran.
although its not specifying if said waivers were for export of oil or excess nuclear materials
