there are a couple of interpretations of the strategy (or lack thereof) at play here. the popular interpretation seems to be that the crazy far leftists have seized control of the democrat agenda and are pushing for impeachment out of ideological fervor, regardless of the facts that a) they don't appear to control 2/3rds of the senate and b) impeachment without a conviction will likely boost Trump's popularity.
another interpretation is that they may actually have 2/3rds of the senate. there are plenty of cucks and quislings on the republican side. plenty of repubs who would rather be controlled opposition than actually responsible for the country, and plenty who aren't actually repubs at all.
there are at least 11 who would side with the democrats when it comes to one of the most important issues to their voters.
maybe the democrats think they can flip or remove a handful more.

I concede that Occam's Razor points to the democrats just being stupid and self-destructive, but Occam's Razor assumes that we have all the facts in front of us. There could be plenty of underhanded deep-state shit going on behind the scenes that would change the verdict that Occam's Razor gives us.

they'd be betting that enough americans are too fat and happy to revolt, and that the military and local police forces would maintain loyalty to the state
or perhaps they believe they have powerful enough social network analysis tools to prevent any rebellion from organizing
i think if there's insurrection in america it'll likely be through a coup, not a civil war
i'm not so sure. very soon demographic change is going to cause what is effectively a one-party state. if people in red states begin to believe that no redress of grievances is possible through voting, or that those in government got their power through illegitimate means, then civil war is possible. resistance would be passive at first, similar to how "sanctuary cities" passively resist federal power now. but it wouldn't be long until federal officers enforcing locally unpopular laws began to be perceived as foreign troops.
