Your oil companies are owned by private holders which finance the government trough taxes (for their protection) and often directly so it defends their interest locally and abroad, and the corporation has no material incentive to stop the extraction and refinement of this oil as it produces profit for them, and they will try everything to keep themselves afloat.

the government itself has no incentive to stop taking $$$ from these companies, and neither is what they doing inherently corrupt, it is how the system operates and they would collapse if they would act against it as they have competitors doing the exact same thing
