hmm it has bad geography so id say the sahara desert in particular
ima be real every nations sucess or failure can be determined by its geography
if you want success you must change the geography
by artifical means
like creating artficial rivers and lakes
maybe deter people from living in certain mountainous reigions
imagine a massive canal in the middle of the sahara desert
it would take hundreds of years
to turn alot of the sand into soil
but it would be worth it
in order to make this all work though
