got spark, fuel, compression but makes no attempt to light

66 mustang but it's a 69 302

new cam, lifters, rings, bearings, timing set (timed correctly), pushrods, valves

Are the fuel injectors and harness all new

it's got a carb

and a points distributor

wiring is new though
