but offer a free and open source server users can use in parallel to the default main server (that I'd be running)

interestingly enough, the japanese government has set forth some pretty hefty regulations on games that do the random roll loot box/gacha style systems

so the enabling factor on valve's end is literally the simple ability to trade skins with other players
you can trade/gift cool jpegs with other steam users
every other piece of this vile evil you want to regulate is 3rd party and valve has no control over it
