it depends some areas in rural country the federal government owns a lot of land. And any small area can get a dumb government elected especially when the voter base is so small some nepotism and a decently known name will get you in
pretty much. i’ve noticed that the government has been buying up a lot of land around me that is near waterways in past decade. not sure if for transportation/infrastructure reasons or something more nefarious
