afaik the federal constitution doesn't really deal with policing so it would be unusual to find such a duty there
Not sure how to word the line between the two, but the end result is that police are officially a reactionary force designated to catch criminals, not protect your individual person during a criminal event
The constitutional duty of protection falls upon the individual
for me it would depend on the legislation establishing the police force in question and the particular contract the officer signed etc.
@Fitzydog see it sounds like the state in question made some legislation making it mandatory for police to arrest someone who is violating certain orders, and if the police in that state took the job then that is implicitly a duty they agreed to by becoming police
