a "rape kit" is not a magic unicorn, and neither is the "vetting process"

I mean, it's a blanket statement, but I don't doubt that it happened, and I also don't doubt that these police officers - at least in some of the cases - knew what they were doing
they're probably on a first-name basis with these hookers
not to mention if the rape kit gets done at the hospital and the women does not press charges
they are still required to keep the kit for some time but will not test unless charges are brought as i understand it
yeah, this is a very complex issue, but what I initially reacted to in the story is _not_ complicated

Well, you can run those shitty softwares, but you need to be on top of them. As in, subscribe to security mailing lists, do frequent backups, and audit the system regularly.
