I think there isn't necessarily a wrong being done to the person whose body it is (since they are dead) but it is potentially a wrong against anyone who cared for that person while they were alive. Additionally it might be a violation of the dead persons wishes regarding what will happen to their body after death. Finally i think the mutilator is committing a wrong against themselves by being so degenerate, i'm sure someone who mutilated bodies will become further detached from society and less capable of empathy.

Hmmm well its just about respect and the social fabric, I don't think people follow rules because someone is there to enforce them most of the time but because you respect rules with the expectation others will do likewise. Since this isn't based on enforcement i don't see why them being dead changes anything because other people will still witness whether you respect rules or not.
