@MerNihiliste the Logan Act is probably what you were thinking of. But that applies to any unappointed person negotiating on behalf of the Government.
Acting against the wishes of the country is a gray area. Just being against and doing things against isnt. However, advising a hostile nation in such manners would be treason

But yea Kerry violated the Logan Act within they first few days of the Trump Presidency. Obama has multiple times, and I vaguely remember Clinton doing it once.
