More likely, it'll be in line with a lower end Zen 2 CPU with a downclocked RX 5700. So mid-tier PC at best.

Indeed. Even 2GHz is going to pump out way more heat than any previous console, with eight cores. They'll need, well, desktop grade cooling for that. So either jet-engine loud, or like, double the size of current gen consoles to fit the cooler.
And it'll be power hungry as hell too. Not going to be room for a powerful enough integrated PSU, most likely, at the current size. So again, either PC sized, or external power supply.

All you have to do is look at gaming-grade laptops to see all the design problems they'll have to face.
The higher end ones require *two* normal laptop power supplies to run.
And are *loud*.
