Not to mention, projected release dates for this range from Summer to Winter of 2020. The tech will be a generation old by then.
PCs will be preparing for DDR5 at that point.

Eh, sorta kinda. Frankly, a lot of the issue the last few years has been general tech stagnation, mostly because AMD wasn't offering any real competition to Intel or Nvidia.
They finally stepped up their game, and now all three are starting to move again.

Intel got to sit on their asses basically just tweaking existing CPU designs for years on end, and Nvidia, while progressing decently in power, jacked up their prices.
Because if you wanted top end GPUs, you HAD to buy from Nvidia.

But yeah, things are looking up this generation. Zen 2 actually has decent performance, if still a tad shy of Intel's 9th gen Core chips. AMD also has a good upper-mid tier graphics card at a decent price, and Intel is getting ready to *finally* release 10nm CPUs, first in laptops, then in a year or two on desktops, and are also preparing to enter the graphics card market.
And a new faster memory standard is about to be released in the same timeframe.

Ayp. And Intel entering into the GPU game is going to push both AMD and Nvidia.
There have been occasions where Nvidia and AMD/ATI have basically played games with the market to maximize profit for both.
Intel don't play that game. Intel wants all the money for Intel.

True, but it's still going to push AMD and Nvidia. They use the same base hardware for their Quadro/FirePro cards as for their general consumer cards.
So a lot of the competition in that space will still push development for gaming cards.
