Private patent office, and private law networks.

You place your idea in the care of a patent office, who is "in network" with several arbitration companies that represent a majority of the industry.

By being a customer of said arbitration company, and being able to ALSO use a private patent office, you agree to not use another person's patented idea without consent or compensation.
