It's deceptively easy how you work it out... you determine the ethnic makeup of the nations when the United Kingdom was formed... THAT's then the defining mixture.
I mean if by mixed they mean, exposed to and influenced by foreign cultures, then yeah, any empire is influenced by those it subjugates and/or colonizes.
