The .tar.gz, .tar.bz2, .tar.xz, etc exists because it's actually two archives one inside the other.

First the files are added to a .tar archive, that doesn't compress, it just puts one file right after the other, while preserving all filesystem attributes.

Then the compression happens (gz, bzip2, xz, etc)

So you would first decompress a .tar.gz file into a .tar file. Then you'd extract the contents of the .tar.
