Charismatic, personally i think that means that he is someone with conviction and ability to make others see it. Could be it is more prevalent trait than many people like to think.

its got to be coupled with a capacity to see the moods of culture (for lack of a better term), picking good targets and timing is as much a skill
Problem with conviction is that a LOT of times most ignorant of people are the ones with most of it.
Since they fail to see how complex the issues really are.
(But i have been sipping the sweet summer wine for a while now so all i say is a bit more suspect than usual.)
Yep, it also does not help that this modern world we live in has grown to be more complex.

I'd say you can understand the base concept of computers, but the result of computing is almost infinite.
No i mean computers in general. The material sciences which move to logic gates and then programming (with several levels of it) and then to networking.
And then you add the social layer to it.

Yes, it is based on but each level of what makes a computer is its own level. And no single human, or VERY few has a true deep understanding on all of those levels.
And this is true in most all in the modern societies.

I think I know what you mean, but the analogy of a computer at the base level is something I'd disagree with.

@Kalisme yeah but if you spent the time to learn the foundational elements of computing enough to be able to classify yourself an expect on it. You've precluded yourself from ever really having the time to learn the practical level above. So your stuck with a theoretical knowledge that is 'pure' but basically useless, or a practical knowledge that doesn't even remember what the original building blocks were.
but cedar logic simulator (logism for mac) is pretty cool
