TL;DR:
I don;t know what the candidate will do, I don;t think he'll succeed even if I helped so why contrubute my time when I could be making a movie or establishing a family?

The fact that person a is voting for someone who may or may not do something is not a good enough reason for me to waste my time of day to vote on someone who may or may not do something else. It is just not worth the effort considering the lack of information on the outcome and my uncertainly abut which outcome is actually more desirable. And taking the time to learn about which outcome is better is made a waste of time by the fact that they still may very well NOT do the thing I wanted them to. So it's just more rational to ask Becky out for dinner rather then take that time to "educate myself" on the foreign policy of the Philipines.
