That traffic jam only happens like TWICE a year, that motorway is almost empty the rest of the year.

The high traffic days coincide with their New Year's holiday and the Summer break. They literally built the highway for like 3 days per year and it still creates insane traffic jams where a car might spend 12h stuck in traffic.
