Nope, but you need SSH, root, and the ability to run long-term processes.
When I get time, I want to perfect a Docker/Kubernetes deployment of it. That can be easily moved between webhosts.
Riot needs a few pieces of server software installed. The Riot client, a Matrix server named Synapse, and an ICE server for audio chat between people behind firewalls.

Federation is the only thing censor proof out there short of outright gore and CP. Sometimes also porn.
Federation is partway between centralized services and fully distributed services. Centralized services are easy to build, but easy to censor and provide a central point of failure. Distributed is very difficult to censor and not reliant on any one person, but difficult to implement properly.
Federated is easy to implement, but also difficult to censor unless you can shut down all the individual servers.
bandwidth is usually a big deal when hosting your own stuff
but text and voice like discord would be minimal load
