the cop doing the simulation apparently couldn't tell the difference between normal rounds and blanks
well blanks are way shorter than normal shells with bullets in them
also blanks don't have bullets in them officially
a .22 cal blank looks like a primer cap for a shotgun shell
but still theres a min distance range to fire a blank round at a target...so any wadding doesn't become a projectile
also the officer shoulda been versed in various types of rounds before doing any simulation including blanks

blanks have virtually no kickback...normal rounds have kickback

cop woulda known the difference after firing the first round

another thing..u don't run simulations with normal civs in play as targets when u got perfectly working cops with body armor they can wear under their simulation clothes just incase a blank wadding becomes a projectile
