Honestly it sounds cooler than it is. Explosives or mechanisms to kill are not cheap, even in china. They dont even view the soldiers as anything beyond expendable meat shields anyway so why would you put something in a helmet that will 1. Lower morale if they know about it, 2 be expensive to produce and ensure works reliably and 3. is only effective if they are wearing it. I doubt it will be use for anything but people who show signs of desertion.
Probably more of a scare tactic, youll never know if your helmet is equipped with one so dont talk back to your superiors. china treats all of their people as expendable resources
